Katsuya Tamai

Katsuya Tamai graduated from the Faculty of Law at the University of Tokyo in 1983. In April of the same year, he commenced his career as an assistant at the same faculty. Subsequently, he served as a lecturer and associate professor at the Faculty of Law, Gakushuin University, before assuming the role of Associate Professor, specializing in Administrative Law and Intellectual Property Law, at the University of Tokyo Faculty of Law in April 1990. In October 1995, he transitioned within the university to become an Associate Professor at the Research Center for Advanced Science and Technology (RCAST). In May 1997, at the age of 36, he ascended to the position of Professor, with a focus on Intellectual Property Law, at the same institution. He initiated the “Economic Security Research Program”, investigating the legal concretization of economic security policies in major countries, as well as the legal frameworks associated with the management of emerging technologies and national security measures.
Aside from his legal research in the field of intellectual property law, he has contributed extensively to legislative policy through his publication of numerous research papers on industry-academia collaboration and technology transfer. Recognized as a pioneer in Japan in the field of trade secrets, he conducted research abroad at the Max Planck Institute for Intellectual Property Law in Munich, Germany from 1989 to 1992, and at both the George Washington University and the United States Court of Appeals for the Federal Circuit in Washington D.C., USA, from 1999 to 2000. His prestigious roles have included appointments as Visiting Professor at the National Graduate Institute for Policy Studies (GRIPS), Special Guest Professor at Keio University, and External Director at the Japanese Society for Rights of Authors, Composers, and Publishers (JASRAC). Additionally, he is an attorney-at-law in Japan. Since April 2016, he has concurrently held a professorship at the Faculty of Economics and Law at Shinshu University.
