【Event】Critical and Emerging Technology Cooperation in the Quad: Current Status and Future Prospect

On 21 August, 2024に ESRP, National Security College, Australian National University (Australia), Observer Research Foundation (India), and Daniel K. Inouye Asia-Pacific Center for Security Studies (US) organized a symposium “Critical and Emerging Technology Cooperation in the Quad: Current Status and Future Prospects” with cooperation from Quad Investors Network.

As an opening remarks, we were given a video message from Ken Saito, Minister of Economy, Trade and Industry of Japan.

 We were also given a video message from Rahm Emanuel, US Ambassador to Japan.

Jeffrey Payne from Near East South Asia Center for Strategic Studies served as a moderator, and experts from the US, Japan, Australia, and India discussed current status and future prospect of the Quad.

 Jennifer Jacket from Sir Roland Wilson Scholar NSC, Australian National University explained the role of the Quad against uncertain geopolitical situations and the vulnerability of supply chains. She expressed the opinion that respect for regional frameworks and corporations from private sectors and civil society are significant for strengthen of relationship within the Quad.

 Daisuke Kawai from RCAST The University of Tokyo explained history of the Quad from the perspective of Japan. He expressed the opinion that Japan can contribute to the Quad in the field of robot technology and next-generation energy. He also pointed out that the interaction of people in industrial circles and academic circles is important.

 Anirban Sarma from Observer Research Foundation Kolkata explained the Indo-Pacific region accounts for half of the world’s Internet users, and the alternative to technology and services provided by China is desired in the world. For the reasons mentioned above, he expressed the opinion that we can expect the Quad to contribute to technology corporation in the field of 5G and quantum computing, and so on.

 Virginia Bacay Watson from Daniel K. Inouye Asia-Pacific Center for Security Studies explained the role of the Quad against the rise of China and complication of security. She pointed out that the Quad needs to strengthen the invest in the innovations against SCO and AIIB.

 In the discussion and Q&A session, topics that are essential to think hard to the Quad such as “Relationship between the Quad and China, Russia” and “How to cooperate and flexibility of corporations” were discussed from the perspectives of each expert. 

In the middle of the strength of cooperation within the Quad is needed, this symposium, that experts assembled from the Quad countries, exchanged information and discussed the Quad has been meaningful.
